PORTLAND PARKS ATLAS: A WORLD-CLASS PARK SYSTEM, THE TARGETED PATH Exported 2026-10-25 by scripts/park_cost_model/export_world_class_path.py from the Atlas's bottom-up world-class parks model (scripts/park_cost_model/world_class.py). Shown at parks.portlandciviclab.org/how-parks-works/world-class. This is an Atlas model, not a City plan or estimate. All dollars are 2026 dollars with no escalation. Low, typical and high values carry the range of the unit costs. FILES targeted-path-lines.csv Every cost line in the Targeted path, grouped as on the page: quantity, one-time capital and added cost per year once built (operating plus lifecycle reinvestment), low / typical / high. "Citywide shared" lines sit outside the parks totals. tiers.csv The model's four ambition tiers side by side: Fix the foundation, Top of ParkScore, World-class and the Targeted path. METHOD 1. Portland today: 2020 Census blocks; a straight-line half mile (804.67 m) from the edge of each PP&R property (PortlandMaps parks layer); PP&R's FY 2026-27 adopted budget; PP&R's backlog ($759M, August 2026) and the 2024 Citywide Assets Report replacement value ($2.5B). 2. A target for each standard. Sources are named in the workbook's cell notes: TPL ParkScore 2026 maximum-points values, NYC Parks Inspection Program targets, Seattle's year-round restrooms, Minneapolis park keepers, the Royal Parks and Helsinki maintenance cost per acre, Portland's own 45% canopy goal. Restroom coverage (95%) and covered-place coverage (90%) are Atlas-set; no city publishes a distance standard for either. 3. Quantities: greedy siting curves place each new park, restroom or covered hub where it serves the most residents not yet served. 4. Unit costs: Portland and Northwest sources where they exist (SDC methodology, PP&R project budgets, Portland Loo contracts, the Equitable Tree Canopy program), escalated to 2026. Covered hubs, enclosed rooms and restroom winterization are Atlas assumptions (Madison, WI shelters; one PP&R winterization estimate). 5. Lifecycle reinvestment: 2% / 2.5% / 3.5% of non-land capital a year, and the gap between today's reinvestment and 2.5% of replacement value. WHAT WOULD FIRM IT UP PP&R work-order actuals, the list of restrooms closed in winter, asset-level replacement values, current capital cost estimates, land values, and PBOT's sidewalk and crossing costs.
