Annual budgets · the work behind the park

Repair estimates map

A year of care,
park by park.

People, gardening, cleaning, utilities, repairs and recreation all help keep a park useful. Follow the published budgets—and see what we still need to establish the complete annual cost.

Budget authority, not actual expenditure. This archived adoption snapshot excludes later supplements, including July 2026. Year-to-year comparisons may reflect reorganizations or changed accounting scope.

How much can we locate?

13.9%

$47.3M links to named site accounts at 28 properties.

$292.5M remains in shared, citywide, capital or other accounts not assigned to a park here. A site’s named account may cover only part of its service cost.

All-in annual park and district costs remain unverified. Small or missing site budgets do not imply little maintenance, low need, or no spending.

Geography of the known accounts

Districts, with the missing pieces visible.

These are partial subtotals for named accounts located in each district. They cannot rank total district spending or equity. Shared crews are not allocated here; maintenance zones are not Council districts. A facility’s users may live across the city.

Each property is counted once in its primary Council district, using greatest land overlap. $1.3M remains outside an assigned Council district, including Red Tail Golf Course.

What is budgeted, and for what?

318 properties · partial account budgets

Choose a park or facility.

Open the account to see wages and benefits, utilities, supplies, contractors and City services where the source identifies them. Charles Jordan is part of University Park; East Portland Community Center is part of Floyd Light Park.

The work shared across parks.

This is why named site accounts alone are incomplete. Shared accounts fund crews, specialized trades, programs, capital delivery and administration. Their names do not tell us exactly which parks received the work.

The next useful step

Build the full cost of service.

A useful comparison needs both the money and the service delivered: open hours, clean restrooms, cared-for landscapes, usable facilities and participation. A lower cost can reflect reduced service or deferred work.

01

Annual operations

Direct labor and benefits + supplies, utilities and contractors + an evidenced share of crews, fleet and support. Separate gardening, cleaning, repairs, recreation and stewardship as activities within that total.

02

Annual investment

Show capital improvements and renewal spending in the fiscal year separately. Track project-funded staff and services as well as capital-outlay accounts. Show debt service as financing, with principal distinguished from interest.

03

Sustainable service

Estimate the recurring cost of a defined service standard and future asset renewal. Keep that annual provision separate from this year’s capital spending and the historical repair backlog; adding all three would overstate cost.

The minimum data needed—and how to assign shared costs
  • Actual expenses by fiscal year: account, activity, project/work order, amount, park/facility ID and transaction ID for reconciliation. Start with the latest completed year, with adopted and revised budgets in separate columns.
  • Work performed: aggregate crew hours by location and task, with loaded labor rates. No employee names are needed. Include gardening, mowing, litter, restroom cleaning, irrigation, arboriculture and repair work.
  • Direct bills and contracts: utility-meter/site links, materials, fleet/equipment usage, contracted scope and partner operating statements. Preserve City and partner costs separately; eliminate reimbursements in combined totals.
  • Shared-cost rules: use recorded crew hours, work orders, metered use or a documented service driver. Only estimate where necessary, label the method and range, and reconcile allocated amounts to the original account. Never divide all costs equally by park count or total acreage.
  • Capital and service context: project actuals, funding, completions, asset lifecycle, service hours and measured participation. Include an unallocated remainder and keep geographic spending separate from who benefits.

District cost = site-attributed expenses counted once + evidenced district share of shared services. Until that allocation is supported, the remainder stays visible.
