Listings do not measure participation
In May, a Board working group reported on a City Nature Programs presentation: when families cancel Nature Day Camp registrations they are refunded, but the places go unfilled because there is no administrative capacity or funding to manage a waitlist. The minutes record the discussion of administrative capacity; the detail is in the meeting transcript. Missing listings or unused capacity do not establish weak demand. Enrollment, attendance and staff workload need separate evidence.
