The drainage system at McCoy Park playground is beyond its useful life. Each winter the drainage system overflows causing the playground area to flood and the playground to be closed.
This project will replace the old, broken system with new piping, drain rock, clean outs, and catch basins, and reconnect to the surrounding storm drains. As part of this project, the south entrance to the McCoy Community Garden will be closed.
We anticipate this work to begin on September 15 and finish near November 1. Please observe all signage while using McCoy Park and use caution while work crews are on site.
Park hours: 5am to 10pm
Park history
Located in the New Columbia housing development, this park was named in honor of Bill and Gladys McCoy, African-American political leaders who brought attention to the issues of minority and low-income people in north Portland. Gladys McCoy was the first African-American to serve on the Portland School Board in 1970 and as a Multnomah County commissioner from 1979-1984. She was elected as county chairwoman in 1986. Bill McCoy was the first African-American to be elected to the Oregon Legislature in 1973. His senate district covered north Portland and much of northeast Portland.

Assessment dates are copied from the public Parks Amenities layer. Old dates mean this source does not publish a newer assessment for that asset, not that we have confirmed no newer internal inspection exists. PP&R does not publish itemized repair costs, so this ledger shows needs without dollar figures.

The public asset layer includes `PictureID` and `Hyper_pic`, but those values point to PP&R internal file-share paths, not public image URLs. Asset-level inspection photos need a PP&R export or public ArcGIS attachments before this app can render them.
