Next in line

Portland Parks & Recreation has 1,814 repairs and replacements on its open backlog. This page lists them top to bottom in the bureau's own priority order, with the reasons PP&R recorded for each, and shows what the backlog is made of: where the money is and what kind of work it is. It shows what the bureau rates most urgent. It cannot yet show what will be fixed next, because the funded list, current costs and the rule for breaking ties are not public.

PP&R's backlog projects map workbook, extract dated 2026-10-12. Scores are the bureau's, unchanged. Capital budgets are from the FY 2026–27 adopted budget.

Why the top of this list is not yet a spending plan

  1. Most items share a score.1,510 items have a score above zero, but there are only 33 different scores among them. 11 items tie at the top score of 100, and 60 score 75 or higher. PP&R publishes no rule for ordering items with the same score, so the list below lets you choose one and says which is in use.
  2. Cost is not part of the score.40 of the 60 items scored 75 or higher match a November 2023 estimate, $11M together. The other 20 have no published cost. Among the items tied at 100, the 2023 estimates run from $30,000 (renovate retaining wall, Kelly Butte Natural Area) to $739,490 (building renovation, Maint Facility - SE 136th and Holgate).
  3. How many people use a place is not part of the score.5 of the 11 items tied at the top are at a staff maintenance yard or a fee-supported golf or racing site. The score weighs an asset's risk of failing and the neighborhood around it.
  4. Funding status is not public.13 of the 31 places with an item scored 75 or higher have any money in this year's adopted capital budget, and that money may be for other work at the site. Another $69.4M of the capital budget could not be tied to any site, much of it citywide programs and new parks, so a park with no line here may still be getting work.
  5. Waiting time is not part of the score. The oldest item scored 75 or higher, “Replace Elephant Barn Roof” at Washington Park, was requested in FY 09/10, 17 years ago.

What the backlog is made of

17 projects hold half the cost

PP&R's backlog workbook lists 1,814 open items. 941 of them match a November 2023 cost estimate, and those estimates add up to $506.2M. The other 873 have no published cost, so that total is not the size of the backlog. PP&R's own headline, about $759M, counts with a different scope and date, and the two can't be matched item by item.

A few large projects, many small ones

The 17 largest items account for $257M, half of the priced total, and the ten largest alone for 39%. PP&R marks 13 of those 17 as partly adding capacity, not only repairing what exists. At the other end, half of all priced items cost $70.1K or less, and together they come to $11.8M, 2.3% of the total. The cheapest 85%, 800 items of $470.4K or less each, add up to $75M.

What kind of work it is

Master plans, expansions and redevelopment is the largest type by cost: 46 items and $140.9M, 28% of the priced total, though only 16 of the 46 carry a price. The most numerous types are small jobs. 239 energy-efficiency retrofits, many of them LED lighting, come to $7.2M, and 214 path, trail and stair items come to $39.3M.

Each item has one type. The Atlas reads it from PP&R's title, then the description, using keyword rules and a hand-checked list for the largest mixed projects, so a whole-building renovation counts as a building even when it includes a new roof. It is a reading, not a City field. Select a type to see its items below; the type is also a column in the spreadsheet, so you can check or regroup it.

Repair or added capacity, by PP&R's own measure

PP&R gives every item a growth percentage: the share of the project that adds capacity for a growing city, the part that System Development Charges on new construction can pay for. The 86 items it marks 50% growth hold $256.3M, 51% of the priced total. None of the 492 items marked 100% growth has a 2023 estimate. Taking PP&R's percentages at face value, about $128.2M of the $506.2M is growth rather than repair.

What the most urgent items would cost

The items PP&R scores highest are mostly small jobs. The 343 items scored 48 or higher come to $56.3M for the 228 that have a price, 11% of the priced total. Items scored 24 to 47 hold 51% of the dollars.

How to read these numbers

  • Costs are November 2023 planning estimates published by KGW, matched to today's items only where the title and description match at the same place. They are not bids or current prices.
  • 873 items have no estimate, including every item PP&R marks 100% growth and nearly every accessible-route item, so every total here leaves them out.
  • Scores and growth percentages are PP&R's own. The type of work is the Atlas's reading of PP&R's words.
